Discussions within parliament first during laws formulation: Law Minister

Kathmandu, July 7   ,,  Minister for Law, Justice and Parliamentary Affairs, Bhanu Bhakta Dhakal, has said efforts were underway for establishing a culture of in-House discussions first during the formation of laws. In his replies to the queries expressed during the deliberations on the issues of appropriation bill under the Ministry today, the Minister said the method had been applied to bring the issue outside for interaction only after the discussions in the parliament. Following his response, lawmaker Badri Prasad Pande questioned whether the Ministry was responsible for sending the Passport Bill to the President without its endorsement. Ram Narayan Bidari and Anita Devkota asked where laws would be enacted to give a full shape to the structures of three-level governments. Stating that line ministers were morally responsible for enactments of laws, he said the government was committed to formulating all laws as soon as possible for the smooth operations of the three-tier government.
