Second state-level Nepal Police and Government Attorneys’ meet begins

Kathmandu, June 14  ,,  The second state-level conference of crime investigation police personnel and the government attorneys has kicked off here today. The police and government attorneys from State 3, Gandaki State and State 5 are attending the conference organized by the Police Headquarters in collaboration with the Office of the Attorney General. Addressing the inaugural session of the conference, Attorney General Agni Prasad Kharel said the government has made big achievement in crime investigation this year as compared to last year. As he said the success rate of the cases in which the government is the plaintiff has reached 72.28 percent which is highest so far. The theme of the State-level Conference is – ‘The basis of strong criminal justice administration is the concern of investigators and prosecutors’. Attorney General expressed the belief that the conference will help make the coordination between the investigating police and the government attorneys more effective, stressing that it was necessary to make the investigation more scientific through enhanced material proof. He said the investigators and the prosecutors were equally responsible until the final verdict on a case was pronounced. Home Ministry Secretary Prem Kumar Rai said crime investigation would be successful only when there is coordination between the investigation and the prosecutors in the context of the implementation of the new criminal and civil codes with the formulation of the constitution. He said the conference should discuss the lapses in crime investigation by police. Inspector General of Police Sarbendra Khanal said implementation of the criminal code was the biggest achievement of the Nepal Police. “Nepal Police has made many achievements in crime investigation compared to the past,” he said, adding that the police has set up the central cyber bureau, the bureau to prevent human trafficking and investigation and data centre to make the crime investigation more systematic and effective. He claimed that Nepal Police has carried out successful investigation into more than 95 per cent of the cases. Chief of Tribhuvan University, Department of Forensics, Dr Harihar Wasti underscored the need of team work in crime investigation. Deputy Inspector General of Police, Surya Prasad Upadhyay said the conference will hold discussions on the trimester crime investigation report and on four working papers. One hundred and thirty eight prosecutors and investigators from the three States are participating in the two-day conference. A book titled ‘Juvenile Justice Resource Material’, published by the Office of the Attorney General was also released on the occasion.
